California stands accused of violating federal law by retaining 873,000 registrations of citizens who have cast no ballot in successive elections, including tens of thousands dormant for more than ten years. The suit brought by Judicial Watch on behalf of the American Independent Party and Orange County Supervisor Don Wagner exposes a deliberate refusal by state officials to perform the routine maintenance required by the National Voter Registration Act.

This neglect does not arise from mere administrative sloth. It serves the interests of those who profit from inflated totals that dilute the votes of citizens who still exercise their franchise. The state apparatus treats the electoral roll not as a sacred ledger of the living polity but as an instrument for manufacturing consent.

The National Voter Registration Act itself reflects the older Western conviction that legitimate authority rests upon accurate enumeration of the governed. From the censuses of ancient Rome through the parish registers of Christendom, ordered commonwealths have always required that those who rule know precisely who constitutes the people. California now repudiates that inheritance.

The intervention of the Department of Justice affirms that federal statutes remain binding even upon defiant states. The creeds and confessions of the undivided Church and the Reformation alike insist that rulers are under God and bound by objective justice, not their own convenience.

When inactive registrations persist for a decade, the line between citizen and phantom dissolves. The household, the parish, and the nation lose their capacity to act as coherent bodies because their membership is no longer known. This is the slow erasure of the political people by those who hold temporary office.

Judicial Watch and the Department of Justice have named the violation. The faithful remnant must now insist that every county and every state perform the same cleansing. No election can be trusted while the rolls remain a fiction maintained for the convenience of the administrative class.

The City of Man always seeks to expand its numbers by counting the absent and the departed. The City of God demands that only the living answer the roll call. California has chosen the former path. The law now requires it to turn back.
