The Catholic Legal Immigration Network and the conference of U.S. bishops have condemned an executive order that seeks to confine birthright citizenship to those born of American citizens or lawfully admitted permanent residents. By this public rebuke the Network and the bishops align themselves with the long campaign to erase the distinction between citizen and stranger and to fasten upon the United States an automatic inheritance of membership for every child delivered on its soil regardless of parental allegiance.
Birthright citizenship in its present expansive form traces to judicial misreadings of the Fourteenth Amendment adopted after the War Between the States; it was never intended to confer automatic nationality upon the offspring of temporary visitors or illegal entrants. The present order therefore restores the older, natural understanding that membership in a people is transmitted primarily through descent and lawful incorporation rather than mere geographic accident.
Scripture records that the Most High has determined the bounds of nations and the times of their habitation. From the division of tongues at Babel through the apostolic recognition that God made of one blood all nations to dwell on the face of the earth, the Christian tradition has affirmed that peoples possess a corporate existence under divine providence and are not obligated to dissolve themselves for the convenience of strangers.
The Westphalian settlement of 1648 marked the explicit recognition within Christendom that sovereign realms hold the authority to regulate entry and membership without external ecclesiastical veto. When bishops and their legal auxiliaries now claim a superior right to dictate immigration and citizenship policy, they revive the very pretensions of universal jurisdiction that the Reformation and the nation-state system were compelled to restrain.

The faithful remnant must therefore support the executive order as a lawful exercise of temporal authority and must refuse to grant ecclesiastical pronouncements any binding force in the civil realm when those pronouncements contradict the plain requirements of national preservation. Parallel institutions of legal defense and demographic advocacy must be strengthened so that future generations inherit a country still recognizably their own rather than a mere administrative zone open to all comers.
